Child Protection Learning Consultant
UNHCR, the UN Refugee Agency, is offering a home- based consultancy position within the Child Protection Unit***.***

The Child Protection Unit sits within the Field Protection Service and provides technical support and guidance to field operations across humanitarian and refugee operations through developing policy, guidelines and tools, facilitating learning events, coordinate and work with colleagues and partners to enhance the prevention, mitigation and response strategies to protect children of concerns.
UNHCR’s Child Protection Unit and Global Learning and Development Centre, have been supporting the staff and partners learning with the overall goal of enhancing quality child protection programming in the field.
In 2019, in line with a shift to better align career management processes with learning and to make learning more widely available for protection staff, the GLDC launched a series of on-line modules in different topic areas, including Child Protection and Youth. This substantive module is part of the Certification Programme on International Protection (CP-IP). Since then, the CPU has published several technical guidance that have necessitated updating the Module as well as converting it to an e-learning format.
Furthermore, in 2020, UNHCR developed a foundational Child Protection Training Pack that to be rolled out by UNHCR regional offices and operations with a view to ensure core Child Protection learning is available and accessible to relevant UNHCR staff and partners.
In light of the 2021 Child Protection Audit and Evaluation, the CPU and GLDC are designing several learning activities in 2022 to address the identified learning gaps.
UNHCR is seeking to hire a consultant to support the Child Protection Unit and the GLDC with a range of learning initiatives, including content development, technical reviews, coordination and co-facilitation of learning events.
The consultant will:
- In collaboration with GLDC, undertake the following activities:
- Develop advanced child protection learning initiative.**
- Develop foundational e-learning (Updated version of the CP-IP Child Protection and Youth Module)
- Support the development of the Child Protection Learning and Development Strategy (including M&E framework)
- Support the development of learning on child protection for management
- Develop Job Aid on mandatory & recommended CP learning for UNHCR and partners
- Support and coordinate inputs of child protection into protection learning activities
- In collaboration with the CP team, review and coordinate learning sessions on the following topics:
- Child Friendly Procedures
- Best Interests Procedures for specific groups of children
- Supervised Independent Living
3. Undertake technical review of the following learning materials and integrate child protection, where needed:
- The child protection mainstreaming learning materials
- protection learning programmes
Should the changes affect the workload or the list and timelines for deliverables, these Terms of Reference, consultancy contract and project documentation will be amended.
- Job Aid on mandatory & recommended CP learning
- First draft of advanced child protection learning
- Review of learning materials and coordinate child protection learning and webinars on the following thematic areas:
§ Child Friendly Procedures
§ Supervised Independent Living
§ BIP for specific groups of children
- Final CP learning strategy, including M&E framework.
- Final version of advanced child protection learning.
- Review learning materials and provide inputs, as needed.
§ Protection learning programmes
§ child protection mainstreaming learning
- Support the development of learning on child protection for management.
- Final foundational e-learning (Updated version of the CP-IP Child Protection and Youth Module
Essential minimum qualifications and professional experience required
The ideal candidate will have:
a. Education (Level and area of required and/or preferred education)
Requires a basic university degree and relevant work experience of between 8 and 12 years, or between 6 and 10 years and a postgraduate university degree in International Law, Human Rights, International Development, International Relations, Political or Social Science.
b. Work Experience
- Work experience in protection/child protection in refugee /humanitarian settings.
- Knowledge of instructional design principles and demonstrated experience with developing training materials, including e-learning content targeting different audiences.
- Experience facilitating learning activities with different audience.
c. Key Competencies
- Strong knowledge of international human rights and humanitarian law, particularly concerning protection of IDPs and refugees.
- Knowledge of and experience in training on child protection in humanitarian settings.
- Demonstrated instructional design experience targeting adult learners.
- Excellent written and spoken English.
- Experience with online module development.
- Familiarity of using Learning Management Solutions (LMS).
