Under the general guidance of the Chief of Mission (CoM) and the direct supervision of the Senior Programme Coordinator (Emergency and Post-Crisis) and in close coordination with the Regional Office (RO) and relevant managers in the Country Office (CO), the successful candidate will be responsible and accountable for the coordination, management and implementation of the Displacement Tracking Matrix (DTM) activities in Pakistan.
Core Functions / Responsibilities:
- Oversee and supervise the DTM Programme, including the emergency, transition, recovery and durable solutions related monitoring of displacement patterns across the entire country of Pakistan.
- Assess and set up DTM mechanisms, including mobility tracking, flow monitoring, site assessments, community-based need assessment and household surveys and other information gathering systems. Design population tracking methodologies and other assessments tools in order to capture mobility, migrations and returnee movement trends.
- Supervise and coordinate the field data collection by the DTM unit, ensure the correlation of the data collected to facilitate the mapping and analysis of data for all the projects and programmes in the country office.
- Analyze DTM data, develop and present useful, visual and concise reports for internal and external stakeholders, including relevant Programme Managers, donors, government counterparts both at national and provincial levels and academia.
- Represent the DTM Programme in various coordination structures, including inter-agency fora for the refugee response and internal displacement response and government led working groups and provide timely population displacement data and analyses to critically inform the identification of emergency response and recovery solutions and advocate for the needs of migrant populations.
- Support resource mobilization efforts and actively engage in project development efforts in the CO in coordination with the Senior Programme Coordinator and Programme Support unit, including providing information on key strategic approaches to donors.
- Coordinate governmental, staff and partners capacity building activities.
- Design and implement large scale assessments and thematic surveys as per programme needs in coordination with other departments/units of the Pakistan CO, promote their dissemination and usage among humanitarian, development and governmental stakeholders.
- Coordinate the Information Management (IM) support to emergency, resilience and recovery operations including on data management, production of information products, design and implementation of technological solution for IM purposes.
- Develop and organize appropriate trainings for Displacement, Tracking and Monitoring Unit staff on issues related to population movements, including definitions, numbers and trends, impact on receiving populations, human rights concerns and protection needs, humanitarian and recovery and resilience needs.
- Ensure the integration of gender perspectives and attention to specific women/girl’s and children’s rights issues (vulnerable groups) within all activities and promote the usage and dissemination of Standard Operating Procedures (SOPs) and other referral mechanisms.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
• Master’s degree in Computer Science, Social Sciences, Information Management, Statistics, Geography, Demography, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
• Experience in Information Management, research or Disaster Risk management;
• Experience in the development and implementation of population database a distinct advantage;
• Experience in project implementation in a humanitarian and mobility context;
• Experience in data collection, research, and report writing;
• Proven experience in team and programme management;
• Experience working on issues such as migration, displacement, and humanitarian assistance;
• Working experience in the Region is an asset.
• Proven ability to supervise, coach, and direct staff and manage operations in transitional contexts;
• Solid computer skills, including proficiency in MS Office package (Excel, PowerPoint, Outlook);
• Knowledge of data protection guidelines and principles.
IOM’s official languages are English, French, and Spanish.
